To do that you'll have to log in as an Admin. The person that you would like to appoint as a moderator should already be registered as a forum member. When all that is done you can click on his username to lookup his profile, attempt to edit his profile by clicking on Edit This Members Forum Settings:

 
then go to the Admin and Moderator functions and then select the type of group and in this case it's the Mod Group:
 
when you're done, click Update...
