you need to set if it is a ladder group or not. If it is a ladder groupthen the user will get bumped to the next group when they do x numberof posts.

Go into groups admin. In there you set what the start group is, whatthe ladder groups are,  and the number of posts you need to gointo the next highest group on the ladder.

Most likely, you have something like all groups marked as ladder groups with 0 posts needed to advance up the ladder.
