I have been playing with the settings today and my test mod.
It appears it only allows a mod to edit the member's settings when their group is assigned as a forum moderator (to any forum) - not just them.

Having searched through this forum (eg., 1, 2, 3) it appears that moderators should be able to access other members' profiles and change user groups, active/not active status, etc. However, the Mods on my site cannot do this.

When clicking on a member's profile they do not see the 'Edit this members forum settings' button that an admin does.
