This is coursed by the flood control set in the admin section to prevent your forum being spammed with 1000's of unwanted messages by a user.

By default is is set to only allow the user to post a message every 20 seconds and only 5 messages in a 5 minute period.

This can be changed from the admin section so your users can post more messages within the time span.

I created a new forum for reference materials and assigned a person as the moderator. But he is getting the message "Spamming is not permitted" after he makes a few posts each day. As a result he leaves and comes back the next day and adds a a few more documents. Is there some way to get around this error?
