I didn't realize that I need this feature until today.  Just like there is a "Report This Post" button on the Posts, I think there also should be a "Report This PM" button on PMs as well.
 
The Report This PM button should:
  • Forwards the PM intact (without allowing the person complaining about it to edit it).
  • Allows the person reporting it to add a comment saying why they are reporting it.
  • The complaint should be sent to the Admin's PM box and e-mail, and optionally to the moderators, or to a designated Moderator or Admin.
The problem with the current system is that:
  • Some people do not realize that they can report PMs or are not sure how to use the forward feature (i.e. newbies).
  • The Admin cannot see the PM unless someone forwards it to them.
  • It is possible to forge the forwarded PM to have it says something that the original does not in order to get someone else in trouble.
  • The Admin has no way to verify that the forwarded PM was forged.

This may be a feature that should be added in upcoming versions.
