There is no way to manipulate who can and can't download a file on a server through ASP.

The only way you can do this is to change permissions within the IIS web server, which is a manual process that you would need to do directly through the web server.

When somebody get the URL of a uploaded file, he can download it without login. I think it's not so good.

Maybe only the user can download files should be better.
