Users will not be assigned to the new group till they next post with the ladder system.

No one else except admins and moderators can manually change a users group.

Hello,
I have a lot of existing users and going to add several ladder groups, for 5 posts, for 20 posts, etc
Could you please explain me, what happen with exising users? Will all users immediately assigned to appropriate ladder groups?
 
And one more question. Can moderators (or someone else - except admin) manually change groups for specific users?
