The reason for this is that moderators may only be moderators in some forums and not all forums.

They will have the link in those forums they are moderators in.

I had some trouble getting a user set up as a moderator.
I set their permissions, and in their profile set them as a moderator... but the "hidden topics" did not appear when they logged in until they clicked on a forum.  That got them the button and link... not sure if its just my forum, or something I did with permissions, but see if it works for you..

Across the top of the forum are a set of links...Admin - Hidden Topics - Active Topics...
 
Where are they located so that I can change same?

Can't find them anywhere!
