These types of problems are usually related to email notification. You can test this by disabling all email features in the admin area and see if that speeds things up.

The reason for the delay is if you are using a remote SMTP server which is very slow to connect to, and so will take along time to connect to send email notifications when you post, or send a PM.

To speed up the forum you should use either a faster SMTP server on the same network, or for minimal delay use a localhost SMTP server.

Ok, new install, about 3 days ago - everything was working fine - no mods... and starting today, when you post or pm - it just hangs, then times out.  It turns out the pm or post goes through instantly - but it just doesn't appear to as you sit and wait... then a server timeout error.
 
No problem with the server, even re-booted, and my ecommerce package is working no problem... just the forum.
