However, I'm not sure why it is placed there (from a UI design point of view). It would make much more sense to have it next to the "Topic Options" button.

The top toolbar is filled with links for _site_ related actions, not _topic_ related options.

In the upper right corner (the menu), there is a line (drop down menu) to the moderator tool.

When I view a thread, there is no button for "Moderator Tools" even though I am logged on as the admin. I have to go back to the topic listing page to access the "Moderator Tools" button.

#1) I blanked out the Moderator Tools graphic (replaced with a blank PNG) because the graphic makes the topic listings look terribly messy.

#2) Here is the workflow. Topic Listing -> View Topic -> Decision to Move. Therefore, the move topic (Moderator Tools) should without a doubt be located on the View Topic page when logged on as an admin.
