you need to edit the RTE files.

within there you will find 

onclick="winOpener('RTE_popup_emoticons.asp','emot',0,1,450,340)" title="Emoticons" 

parts marked in bold, underline and italic are the peramiters that needs changing, they determine 
the width and height of the pop up and also weather it can resize with scrollbars

I've added a lot of smilies to http://theamcforum.com/forum
Now the problem is the window opens but is a set size and folks only can see about 3/4 of the smilies - basically, the original ones.
Where do I make the pop-up window larger for the smilies??
