Try changing the Topic to 'announcement (this forum only)'

It will then display at the top of the forum with a separator from the normal posts

Regarding the "sticky" message which always stays at the top of a list, is there a way to make the subject heading of this this look different from other messages posted under it, say, make it a different colour from the rest, or put in a separator of some kind? The reason is, on our forum people are tending to just read the top message- they see the sticky one- and think, oh, nothing has changed.
