May be adding some choices will do for all of us:

Option to choose if anyone can create a blog or selected member groups; if selected option to chose multiple member groups.

Option to active blog after admin review or auto approve.

And keep the license price low :)

It would be per member with members able to create categories for their blogs. May i ask just what kind of blogging feature you will try to add to v10?

I ask this because i had in plan to provide  such a thing on my site but i would be more than happy to wait for new version of ww.

Will this be per member option or just one blog for entire site?
