I don't think you are getting th point.

Other software will use a different encryption o you can't just copy the password and salt across because the encryption method would not be compatible.

Did you mean non encrypted by 'plain text'? The passwords work as salt and password pair. It would be and if the imported passwords are in plain text this is not a problem as it will retain the originally password.

The problem comes when the passwords are encrypted, as the whole idea of encrypting or hashing passwords is to prevent hackers from decoding them, if they could be decoded simply then you may as well store them as plain text.

WWF uses a different encryption for user passwords.
