Your email settings are wrong or the mail component you are trying to use is not compatible with the forum.

Turn off the email functions of your forum.

If I click on the 'back' button I'm taken back to the T&Cs page. Clicking on 'Accept' takes me to a profile page filled with the details I entered before the error page was shown. Clicking 'submit' seems to be OK.
