By either moving them to a moderator group and then set modertorpermissons for that group on forums through the group permissions, oron individual members through the members permissons.

All this is found in the admin section.

Maybe an idea to spend 20 minutes going through all the admin sectionto see what all the parts do. Most of the pages come with anexplination on what they are for.
