You will need a copy of MS SQL Server in order to get Enterprise Manager. It ships with MS SQL Server.
Also, you may want to check with your host. Many do not allow
connections through Enterprise Manager, but give you a web-based
interface instead.
When you install SQL Server to your local Windows developer/testing pc
(Win2k Pro-Server-Adv Server, WinXP Pro, Win2003), Enterprise Manager
will be installed as well.
