Yes, but this is not a problem! I don't have the problem on Windows Server 2000. Now, On Windows Server 2003 I had. Microsoft disable some options on Windows Server 2003 for security reason! Like you can install MS SQL Server 2000 without SP3.

I suggestion two options:
1. Disable Active Users.
2. Try to install newest version of MCAD. You can find on www.microsoft.com. I suggestion Data Access Components (MDAC) 2.8. If doesn't work you install some new path, like security update and update for your operation system. And don't forgot for restart the operation system. I'm not sure 100% but, I sure like 80% this can be that for resolve the problem!
