Adding Upload & Spellcheck to areas

This is truly driving me nuts.

In areas I create new forums with items like Image Uploading and Spellcheck, I see the icons fine in the Post Reply section. 

Adding these to existing areas, I see nothing.

Yet if I log in as Administrator to those areas I have tried adding them to, I get those icons.

Help!  Please!  This is driving me nutty!

P.S.

Another problem I am seeing is that in areas I give upload permissions, it isnt being carried out at the User Permissions.  It would seem to me that if you give "registered users" access to upload images, the permissions should reflect it, right?

You not setting your forum up correctly.

Check your group permisisons for forums.

Fixed that, yet still no spell check icon.

2nd cup of coffee...neurons firing, just cant seem to fix  lol
