ASP Picture upload and View them

Picture Upload:
I would like users to be able to upload picture files to a "Pictures" folder on my site.

Any ideas or free applications on the net?

View contents of "Pictures" folder:
Once Loaded I would like users to pick the picture from the "Pictures" folder and select them for use in Content Management System.

Any ideas here or on the net?

Am I asking too much?
