I must say this is a better approach.
Just one thing to consider. What will happen to those who use a proxy? Still there are some ISPs in some countries who use proxies. Users from those ISPs may all have same IP as they are sharing the same proxy.
And there may be fields where users of WWF will log why and when they blocked the IP/email, and may be if there is any specific action performed by any member, his username can be logged.
