Do you require an active email address to verify registration?
 
I had a problem in the past, but since I changed the reqirements, I don't have that problem.
 
Sure I have people who sign up then never activate, but that's a lot better than getting over run by idiots.
 
I haven't had to ban anyone for a long time, but I always ban their email and their ip if I need to.

Perhaps you could build a web application that would require you to approve the posting before they would show up on the web site. I had to do that for one guest book application because spammers kept on posting. The postings won't show up unless they have been approved.
