Cannot see just created forums and subforums

What do u consider as a "correctly setup of the permissions" , can I consider as correctly created, the default permissions set when creating forum/subforum?

Here are my steps
1. Login to Admin area
2. Go to Forum Admin
3. Click Create new forum/subforum button
4. Select the Main Forum
5. Type the forum name and description
6. Check the "New Pols, Poll Vote, Calendar Event, Upload Images, Forum moderator" checkboxes for Administrator (Me), Access check box is checked by default for all groups
7. Click Submit forum details
8. Logout from Admin area

Nothig changed in the main forum even after 10 reloads.

Yes boRg I upgraded from 7.x , as I already use upgraded version in life server, despite your warnings ;-) , will it be possible to make changes manualy without upgrade tool, to make it work? 

Forums are only set to hidden if you select this option in teh admin section and then only from those people who are do not have permission to enter that forum.
