Works in Firefox.

If you are testing in IE, IE is very buggy when it comes to CSS.

You usually have to design a site to be standards compliant and test in a standards compliant browser like Firefox. This should mean it works in any browser except IE. Then go through and put in hacks to make it work for IE.

IE 7 is much better than previous versions, but still has some way to go when it comes to CSS.

I think your problem may be that you're re-using id's on a single page.
 
Each ID can/should only be used once on each page, and for instance you're using the id "tabnav" three times.
 
Change all the ID's to classes, see if it works!!
 
I've noticed before that multiple calls in a given page to a single ID produce very buggy behavior.
