I can't translate the error but I know the code ( ) that identify you try to write to a database who is in a folder without updating permissions.

You must put the database into a folder with write permission.
You can enable permission using IIS configuration panel or if you are in a hosting plan you have to ask to your hoter which is the right folder for your database.

How do i give write prommission to the folder in IIS 5.1 ?

You must open IIS Consolle, go to the db directory and right click on the db folder.
Choose property and select the checkbox with write permission.

Confirm and close.

The error is that you do not have write permissions on the directory containing the database.

This has been posted on many times before so a search will give you your anwser.

Also in the forum documentation there is a link to a step by step guide on how to setup write permissions on a dirrectory. This needs to be done through windows explorer on the web server.
