Change the date and time format in the admin area of the forum, also you will need to change it in your profile in the main forum.

Time off set can not be set for all members.

The only way to do this is change the time on the server.

ASP can not get GMT time so it is hard to set a global time, instead it takes the time from the server.

For a fuller explaination please seach the forum as I have covered this issue in detail many times.

No, you can do it at the code level and have the board set to a specific time zone by adjusting default time (minus or plus) off the server time.  A default forum time offset variable could also be added to the forum setup administration to handle this through a global getTime function used throughout the forum system. However this would not stop users from setting their own time offset unless this part of the registration/settings was commented out and did not show up for the user to change it.

Hmmm... perhaps there's a mod in here somewhere.

The system you propose was part of version 5 but was removed in favour of the system whereby each user could set the time offset themselves in their profile. The two running together was found to not be compatible and coursed problems.

what was the compatiblity problem?
If the global time offset (GTO) is -2 hours from the current time and the user wants it to be -3 hours from the global offset, it would simple be -5 hours from the server time.

-2 GTO and +2 UTO would be 0
-1 GTO and +2 UTO would be -1
as it's all relative it shouldn't affect anything if you always use server time and then apply the offsets correctly. However, I have found areas where the time is posted by the database and not the server in earlier version. Since my database and server are 3 time zones apart, the difference is noticable.

It was over a year ago now I spent the best part of a week on it and the compatibity problems were allot more than you mention and the two systems just wouldn't work together.

I have posted more detail on this if you do a search.
