I wanted to set everyone in my forum up to have a forum subscription.  Its brand new and I need to keep it in front of them.  Is there anyway to make the profiles have subscriptions for everyone via admin controls?

You can not as this would be illegal in many countries. Under anti-spam laws people need to opt-in to receiving such communications.
