I have enabled WYSIWYG and setup the rte setup file but I am still not being able to view such features as the colour pallete or I am prompted if I want to format a piece of text, is there any way to solve this? (For example I dont see the features what you have on your reply box on mine)

You need to make sure the WYSIWYG RTE Editor is enabled from the admin area, and also for the member you are logged in as.

Once enabled in the admin area for all users, you may need to edit the members profile to enable the WYSIWYG Editor for that user account.
