Is there any CDONTS alternative/
 
I mean .ASP based codes or scripts that let you send email from an ASP page without using an SMTP server?

You can't send mail without a mail server.

I don't think he quite knows what he wants or doesn't understand what's going on under the hood.

Kasonde,

You can use CDOSYS or any number of components. ASPEmail, JMail, ASPMail, etc.

If you use ASP.NET, use something like the System.Net.Mail namespace.

There are lots of ways to send email and most have code examples.
