ANSI / UTF-8

Many of the pages are saved as UTF-8. The problem with this coding is that if you use accents, ñ, etc. not well. For example, the page of emoticons (emoticons_inc.asp) is saved as UTF-8 and I edit with notepad to save as ANSI and thus to translate the emoticons accents and ñ I get well. This well from the previous version, but in this version are more pages are saved as UTF-8 and not ANSI. This is only a comment if you want to correct it in their next update.
