Error during database setup

I am installing WWF on MS Azure. The database connection tests fine and the setup wizard proceeds, but I'm getting this error on stage 4. Any clues what I can do to get past it. I have deleted the SQL database, recreated it and uploaded a clean copy of the forum software again, but get the same results every time:

Microsoft SQL Server database is set up, but with Error!

There two possibilities, the first is that a corrupted file is causing the issue and I would start again uploading the original files and see if that solves the issue. 

The second is that the speed of the system is to slow and the previous connection is not being fully closed before the next is opened. You should use a database on the same network as the website in order to prevent speed issues due to Internet lag.
