MOD: Text before subject

I'm looking for a MOD, which allows you to make posts displaying a text of your own choice in front of the subjectline (like with "Moved" and "poll"). Also I would like sticky posts to display a text before the subject.

Here is an example:

 Sticky: Please make this feature
 Web Wiz Guide 7.02 is on the way...
 How do I make a text before the subject?
 MOD: More smileys
 ...just like the posts above with "mod" and "sticky"

Of course posts like the above (Sticky+mod, etc..) should only be allowed for admins and moderators to make.

Any ideas of how to make it? Or is it already done?
