Cosmetic change to can and cannot

Here's a cosmetic change that would make this block of text easier to read:

You cannot post new topics in this forum
You cannot reply to topics in this forum
You cannot delete your posts in this forum
You cannot edit your posts in this forum
You cannot create polls in this forum
You can vote in polls in this forum

Change all the cannots to red and cans to green.  And put it in the style sheet so people who skin can change that.
