Is this really a good thing? Maby slow connections will just view an blank window when timeout i reached....

feel free to change it. There is nothing in the EULA that says you cannot modify the board to your hearts content.

Windows servers often run slow when memory is running low and they need a reboot, also many hosts set the timeout at 10 seconds, this then leads to error messages saying that the server has timeout and the page can not be displayed, to get around this you reset the server timout to 90 seconds so at these times of server problems at least the page still displays even if a bit slow.

Connection speed has nothing to do with it.
