Poll & few other problems

1.Under Admin I have on the poll option for registered users, but when i login as a registered user i dont see the poll icon the start a new poll, but when login as admin i see the icon???

2.Other problem is I have given the option of editing, deleting post to the registered user but they can not edit/delete the post??

3. when highlite the text to change the font colour a popup appears asking to enter the text that you would like in Black???
