I have problem with Rich text editor, some times not showing, and some times un clickable....
How to fix this issue?

This sounds like the javascript is failing to load fully.

This could be coursed by a slow or bad connection meaning the javascript file doesn't load fully.

Check you don't have conflicting ID tags within the page.  Any DIVs that use the same ID tag as your textarea could cause problems.
