How to disable uploading?

Hi,
In the admin settings it says 'if you are concerned about security then switch off the upload features.
How do you do this? I have found an option to disable avatars, but this also disables the system avatars which I don't want to do.
How to you switch off uploading on the RTE without using the basic text editor?
And are there any other upload features apart from these which I need to disable?

Uploads are disabled by default, so if you haven't enabled them you don't need to worry.

Make sure that you don't have avatar uploading enabled from the Upload Configuration page and that you have not set any permissions for file and image uploads for any groups in your forums.

Thanks for that.
I was put off in the RTE insert image screen because for some reason it says 'Path: /Uploads' which seems a bit strange if uploads are not enabled.
In the next version, it would be really good to have an option saying 'maximum number of hyperlinks per post' As every spam post we get is a whole list of links to dubious sites. This would be a simple but really effective way to cut down on spamming.
