Problems with Upgrade?

After upgrading to 8.05 I cannot see any table to administering permissions for any group.  This just happened when I upgraded everything.  This is an entirely new upgrade.  New database, tables, program, server, everything.  Using sqlexpress, W2k3.  Also, when I put in the URL of our homepage so the user will be taken there when logging out, it doesn't take them there.  We are using login from our own database.  Could that have anything to do with this?

I probably should not have used the word upgrade.  It is an upgrade for me, but the two versions were never on the same server.   We have totally taken the other server out of service.  None of the old files were transferred to the new server.  Really this could be thought of as a new install.  I'm missing the table where you can choose which permissions you want to assign to a group.  I don't have a table for any of the groups.  I see the column headings, but that's all.
