If i press Enter when typing a text, there seems to be left 2 lines blank instead of one.

like this:
blabla

blabla

blabla

when i press shift+enter it seems to leave only one line blank. Where can i change these settings?

It is not a bug, it is how the IE WYSIWYG editor works. Pretty much the only way to get around that is to disable the WYSIWYG editor...
