Click on Post Options. The Report Post link will be the last one on the dropdown.

Maybe because since you are admin, you don't need to report it to yourself. You either just delete the post or edit it.

Not even moderators. Moderators should have the ability to also move, edit and delete posts. Only normal members will see the Report Post link.
