For a certain user/group, it says in the lower right of the screen that he can edit posts in this forum. However, if that user opens a post from that forum, the edit button does not show, so that user can in fact not edit the post. What could be wrong here?

try going into the admin area and reset/ re apply the group and individual permissions.
it maybe a record has become corrupt

The edit button is only available whist there are no replies to the persons post.

I've created a new message, so no replies yet. Even though the permissions are shown correctly in the admin pages (so no corrupt records), the edit button does not show. For me as admin, it is there, with or without replies. And for the test user, it still says on the forum topic list, that he is able to edit. So, what to do? Any other rsuggestions?

Right, its a feature. I found the following: 'If the logged in user is the person who posted the message or the forum administrator/moderator then allow them to edit or delete the message

Only admin and moderators can edit the posts of others. If any user could edit others posts this would be a security issue as anyone could alter a post of another user.
