Admin Users But Not Whole Forum

We just upgraded V7 -> V8 -> V9 and along the way I discovered that the mod groups I had created in V7 can no longer change a user's rank. 

I have given a test group full moderator rights on every forum in the group, and though they can get all the way into a user's profile and change just about everything in there, they no longer have the pulldown box to change the user's rank.

My admin group *does* have the ability to do this, but I do not want my forum mods to be able to get into the belly of the forum settings, so I am not comfortable adding more people into this group.

Is there something I'm missing in the transition to V9?
