I am curious how you made the seperate announcements sections in the forums here outside/above the forum sections in a given area...  Is this done with admin setup?  I tried to make it work with Sub-forums, but that didn't work quite right either - certainly could be operator error!

When making a post in a forum as an administrator you will see options for making announcements. If you do not see navigate to yourforum/admin.asp >> login as an admin>> Navigate to "Forum Admin">> Click on the forum to set permissions.

After that return to your main forum to make new post.

Thanks for the reply... I definitely have the option to make a post a sticky, an announcement (this forum), or announcement (all forums).  What happens though is like the picture below.  I make a Category called Announcements and then have to have forums under it.  In order to read an announcement for new users, the person has to click on the forum, then click again on the single post that I am trying to make as the announcement. 



Choosing the "all forums" option just seems to repeat the post in all the other forums, but doesn't move it up a level.   What I'm after is making the first line under "General Announcements" be an actual announcement post, not a forum that needs to be openned.

I gotta be missing something really stupid still, because I know I've seen it done on other WWFs!

maybe it can help You..
 
Make a simple html-file with some scrolling text and save it into "includes" folder.
Then You have just to add one "include" line on the bottom of "header.asp", like
 
<!-- #include file="announcement.htm" -->
 
That was enough for me, but it can be possible to do something more advanced.. Thumbs%20Up
