Is there a tool for managing PMs? As an admin, I really would like a tool to be able to view all PMs, delete them, archive them, etc.
Any plans for such a thing?

There is a tool to delete Private Messages over x amount of time old in the admin area.
However, there would be little point in archiving them as they would still be in the database, so archiving would make no difference you may as well just leave them undeleted were they are.
There is no tool for admins to view Private Messages. People don't like to have their Private Messages read or think they are being read.
I often get emails from people asking me to confirm this and on one forum I know of which did have over 200 active users most of the time, the users are revolting because they think that PM's are being read and so most of their members have left to start their own forum.
Just for these reasons I would suggest reading other peoples Private Messages is not good. You wouldn't like it if I was reading your Private Messages or email, so you need to apply the same reasoning to your forum.

The only need I would have of reading PMs is to catch any new members who come in and spam via PM.
Because of the nature of my site it became such a problem that I've modified my forum to only allow sending of PMs to people over x posts.
Bruce, would you be able to add more PM controls to the wishlist, maybe even V10?
eg the ability to turn on/off PMs based on group or individual member, as I think this would be a very valuable tool for alot of sites.

There is already added more control from the admin for PM's such as restricting the number of PM's each user can have in their Outbox, being able to delete PM's from Outbox's, and the default action to take when a users Inbox is full. There will also be more to come

Are these features coming in a later v10 release? Is deleting from outbox already available in v9.5?

Version 10 is not yet released, it is still being developed.
At the present time in version 9.50 PM's stay being displayed in your outbox until the recipient has deleted the email from their inbox. It was done so that less data is stored in the database, mainly for Access database users, but now as most people are using mySQL and SQL Server these days we don't have to worry so much about the limitations associated with Access. This means that version 10 will have allot more going for it, in the terms of both features and configuration options.
So far for version 10 something like over 100 new configuration options have been added to the admin area, everything from fine tuning cookies for your site to SEO settings.
