CENTERING FORUM BANNER IMAGE

I need to center my forum banner image or as an alternative add my "repeat" to it so that it will either be in the centr of the header or expand out as the browser page size is changed from one visitor to another. 
 
I assume this is done eithe from css style sheet or in admin but could someone pleae give me direction.

Something like this in your includes/header.asp file should work

just adding the red part to the header should do the trick too.
