It means that the files/site has not been uploaded yet or configured
If you have just recently purchased the package it may take several hours for the package to become available. If you are in doubt contact support

i take free hosting for my site and i take the forum premim on another hosting on web wiz
the forum is working
but the http://rcspeedboats.fastweb.ws/ hosting dont work i got the message
what i have to do
i try to upload something but i have problems with them

This page you see means that you have not yet uploaded a website or any files. The site is active, but what you see is a holding page.
The page is there, and until you upload either an index.asp, default.asp or index.htm, or index.html file, then there will be nothing.

The FTP settings (until the site is propogated) would be:

FTP Host: ftp.FtpLive.co.uk
Host Directory: http://rcspeedboats.fastweb.ws/wwwroot/
FTP Login Name would be one you may have set up in your control panel
FTP Username again you would have set this up
Use Passive FTP

but i got the message

They will be able to help you on the specifics as you really need to have a chat with them directly. The forum is useful for most subjects but technical support (which is what you need for this particular issue) is best dealt with by them, rather than on an open forum as such
