In the admin section is says:
 
Topic Sharing and Social Bookmarks:
When enabled this will display a 'Share Topic' drop down at the top of Post Pages with links to Share and Bookmark the Topic with popular Social Networking websites such as Facebook.
 
I guess this text is from the 9.X versions, as the social bookmark dopn is only shown at bottom under the "reply button" at the end of the page.
 
If i may say, i preferede the old drop down next to users options.

Thanks for this it was moved from the top in version 10 beta 1 to the bottom in beta 2 next to the Facebook and Twitter buttons to keep the social networking parts in one place as because most blogs and forums have this at the end not the beginning.
