From version 10 you can make the Location a required field by editing the 'Registration and Profile Settings' from the admin area from where you can set the 'Location' field as being required.

You can use the same thing.. Also there is a function in the Admin section that you can require Email Registration to take place to have users require a Email to allow them to join your site.

Lordtec.  Check the Admin Section of the forums and hit the Email Setting and this will be at the bottom potion of the page.
