The data can be got quite easily.

Making an image on the fly can be done in PHP and in ASP.NET.

The file extension is not relevant. It can be configured as a script and just return whatever they programmer wants. For that look into server configurations, etc. e.g. You could configure one file to return anything you want. If you're running an ASP server, you could have GIF as the extention if you really wanted to.
