Is there a way to nest frames within an iframe?

yes there is, (but i don't know why you want to do that)...
logically, you could just reference a framed page inside an iframe:
<iframe src="yourFramesetPage.htm" width="" height=""></iframe>

Thanks for the reply.
Why would I want to do that? The long story: Employer wants Flash page, so I started designing flash page. Network/Web administrator convinces employer that Flash is too bandwidth intensive, non-user friendly, difficult to update, etc., etc. Employer now wants non-Flash page that looks like the Flash page that I had already started. This involves having all of the content within a box in the center of the screen. My options, I figure, are either to build a bunch of frames and only use the center one, or to float an iframe in the middle. The catch is that I need to also have frames within the iframe in order to navigate properly within in it. This seems silly, especially when Flash is built to do all the things I'm trying to do, but I'm just exploring possibilities. Likely, I will either redesign for dhtml or fight harder for Flash. Any other ideas?

Why couldn't you just have put all the content in a table and have the table centered?

I couldn't just put it into a table because it is going to be maintained via admin after I'm done with it. Each area--menus, content, etc.--must be in its own frame so that they can be updated through the admin.

Why not use tables and include files? ex a seperate include file for the menu, content, ect.
